The Mabalbalino National High School, formerly Mabalbalino Village High School was founded in 1968 upon the creation of barangay high schools as mandated by the Philippine Constitution. Its creation was aimed to provide basic literacy and fundamental education for home and community life, health and safety, character and citizenship training, and economic productivity. Initially, the school was established, maintained, and administered by the local government unit, and academically supervised by the Ministry of Education, Culture and Sports, then the Department of Education, Culture and Sports.
The Education Act of 1982 (Republic Act 232) provided for the accessibility of all qualified citizens to basic education to promote quality education. To further stress the importance of basic education, Republic Act 6655 provided for the establishment and provision of free public secondary education, thus the issuance of Executive Order 189 nationalizing all public secondary schools under the administrative supervision of the Department of Education, Culture and Sports. By this EO 189, the Mabalbalino Village High School became Mabalbalino National High School. From the late 60's and 70's until the late 80's, the school was housed in the elementary school and was supervised by the Mabalbalino Elementary School principal. As provided for by the EO 189, the school became independent and was awarded a lot donated by Mr. Teodorico De Guzman, a civic-spirited citizen on March 8, 1993, thru the initiative of the Parents, Teachers, and Community Association together with the Barangay Council and Mrs. Elomenia Saplan, a former teacher and later Principal of the said school.
The 90's saw the Mabalbalino National High School mushrooming into an ideal school with more buildings built to house the students in their struggle for educational development. Republic Act 9155 gave the school the much-needed governance independence, thus the implementation of Schools-First-Initiative placing the school in a more secure stand by making it under the care of not only the government but by the stakeholders as well. The progress of the school is now in hands of the educational community, as defined by the Education Act of 1982, the parents and the community, the students, and the teachers. With the present operation of the School-based Management program of the public schools and its support systems, the Mabalbalino National High School is charming its way into becoming a school of excellence in the west. Consequently, many more hands are on the way to make it work into what the community envisions it to become.
